Paul is incorrect.

$3(1)/(5)*2(3)/(8)=(3\cdot5+1)/(5)*(2\cdot8+3)/(8)=(16)/(5)*(19)/(8)=(2)/(5)*(19)/(1)\\\\=(38)/(5)=7(3)/(5)\\eq6(3)/(40)$
