How is the government supposed to carry out its business? How are rules made?

Governments are supposed to carry out the business of governing in accordance with their constitution.

Rules are made in the House of Congress and the Senate. Specific legislative branches are the ones who determine these and the execute branch are usually the ones who vetoes or approves their rules.
