The answer is At a hotspot. There are actually two ways an island arc can form; we are going to be talking about one. Lets take Hawaii for an example. An island arc can be formed as a lithospheric slab is being subducted. However, this is not the case with Hawaii. The second way an island arc can be formed is by plumes or hotspots in the lithosphere; like Hawaii was formed.
