Just to correct your paper, the options are not in slope-intercept form, but in *point-slope* form.

Anyways, remember that the slope formula is
(y_2-y_1)/(x_2-x_1) . Since we have the slope and one of the points, our equation is going to be
(y-2)/(x+1)=-3

For this, just multiply both sides by x+1 and your answer will be
y-2=-3(x+1), or B.
