What kind of society did berkeley envision for virginia, and what obstacles did he feel stood in the way of realizing his vision?

Berkeley envisioned an autonomous society that boasted of a diversified economy. He wanted to nurture a system of free trade as opposed to mercantilist system and the people to grow a wide range of crops. He also wanted the local assembly to exercise control over local matters. Rebellion prevented him from achieving all his goals
