Benjamin Franklin remarked at the signing of the Declaration that “...we must indeed all hang together, or assuredly, we shall all hang separately.” What did Franklin mean by this statement?

The line is, of course a pun. Franklin is using of speech "hangout together" to mean "stick together" or "support one another."

I think it means we must stick together to keep everything (the country) from falling apart.
