States taxation was determined on land, but after the states depreciated their tax they decided that it was going to be based on population and that population would be considered for the seats on congress. The compromise consisted of count three out of five slaves as people and that way they would give a third more seat in congress and votes, however fewer than if slaves and free people would be counted equally.

All right this is a very difficult relationship. However everything came out after states didn't want to pay more taxes, so they depreciated their land. Then when the federation realized this they started to tax in population. And to declare that the taxed population would be the factor that would define the number of representatives in congress. Therefore they decided to count slaves without equality because that would provide an advantage to the south, but southerners were going to complain so they created the compromise to count three of five slaves for this vote, and congress representation system.
