The short answer is no. The figures have to be similar. That is part of the definition for a scale factor. These figures need not be similar. For example you could have a square whose sides are all two. The second figure could be a rhombus which does not have a right angle anywhere but does have all sides of 3. These two figures would not be able to be compared by using a scale factor because they are not similar.
