If the scale factor of two solids is k, the ratio of the surface areas is k^2.

The scale factor of the left cone to the right cone is 2/5. That means that the ratio of their surface areas is (2/5)^2 = 4/25.

The surface area of the left cone is

4/25 * 111 cm^2 = 17.76 cm^2

Answer: 17.8 cm^2
