Mao Zedong is your best answer.
He fails in all his promises, including, but not limited to:
1) Giving the people the most power. In a sense, he only used them to allow him to rise to power, and used "beliefs" to brainwash the people of China.
2) He seeks total control, and is not afraid to commit genocide and murders.
3) While he "tried" to help China go ahead, he really caused stagnation, especially through his 5-year plans, as they caused wide-spread starvation, which killed many of the chinese population.
