3m+8 ; this is the answer because the word commutative means to have an operation where the quantities can be in any order and the answer will remain the same. Addition has this property and 8m+3 does not apply because the 3 and the m were originally multiplying and not the 8 , giving you a different ananswer

The commutative property states that you can switch the order of a term since they are added. Therefore 8+3m would be equal to 3m+8.
