Start with


-2 \geq \cfrac{p}{16} - 3

Add 3 to both sides:


1 \geq \cfrac{p}{16}

Multiply both sides by 16: since 16 is positive, we don't need to change the direction of the inequality sign:


16 \geq p

Which you can rewrite as


p \leq 16
