Let the money the publisher can spend be x:
x ≥ 980 000-824 000
x ≥ $156 000
or
x ≤ 1 249 000-824 000
x ≤ $466 000
$466 000≤ x ≤$156 000
Therefore the money he can spend is between $156000~$466000.
