The area of parallelogram is

A=base\cdot height.

If base has length 9.9 in and height has length 5.5 in, then the area is
A=9.9\cdot 5.5=54.45 sq. in.

When base has length 11 in and height is unknown h, then
A=11\cdot h.

Since the area is 54.45 sq. in., then

54.45=11h,\\ \\ h=(54.45)/(11) =4.95 in.

Answer: h=4.95 in.
