Explanation: Just to elaborate a little on the answer, it can be added that this scene takes place in Part I, Chapter VIII. Gulliver is relating how, upon his departure, he stored the boat with plenty of food, as well as with "six cows and two bulls alive, with as many ewes and rams, intending to carry them into my own country, and propagate the breed." He would have liked to bring natives with him in the boat as well, but the emperor did not permit it.
