If the numbers in the right column represent times, pp:qq is equivalent to pp+(qq/60). Your scatter plot would use the values

... (2011, 1.927), (2012, 1.930), (2013, 1.914), (2014, 2.001)

1. See attached for the scatter plot

2. The data points have a generally upward trend, so the correlation is positive.

3. Because the correlation is positive, the line of best fit will have a positive rate of change (slope).
