The attached picture shows the predominant forms of each of the bases found in DNA. Both the keto and the enol tautomers of each of the bases. All of the bases are predominantly in keto form when found in DNA.

As you can see, the predominant form of thymine, as found in this picture in the keto form, is III. So therefore, the answer is C.
