4752 people.
75% of 16000 = 12000 (people that voted). 12000 (people that voted) - 120 (invalid votes) = 11880 (legit votes). 11880 (legit votes) - 60% (7128; the people that voted for the mayor) = 4752 (the people that voted for other candidates).
