To find a percentage change:

(original \: value - new \: value)/(original \: value) * 100\%
In this case:

(140 - 110)/(140) * 100\% \\ = (30)/(140) * 100\% \\ = (3)/(14) * 100\% \\ = 21.429...\%
The percentage decrease would be 21.429%.
