A and C are not true, so the answer is neither of those and therefore also excludes B. D should be correct.

A is wrong.

The hight and age are sometimes not proportional or ideal. Some kids don't develop due to health problems for example, which make them look smaller than normal. Other people might a conditions, which makes them grow to tall.
