Zero of 7 with a multiplicity of 3 means one factor is
(x-7)^3

Zero of -1 with a multiplicity of 2 means one factor is
(x+1)^2

Zero of 5 with a multiplicity of 1 means one factor is
(x-5)

Multiplying, we get

f(x) = (x-7)^3(x+1)^2(x-5)

That's already in factored form so we leave it here.
