I'd say 280 is the current amount of bacteria and 2 would be the growth rate. Because if you factor in "frame of time" as "x" then you could say something like. y=280×2(3hours) and you'd get y=1,680 which would mean the bacteria grew from 280 to 1,680 in 3 hours. In this scenario Y would be current bacteria count.
