b. What is the length of the rope?
It's two questions that it's asking for. It's an open ended on circumference and area.

The pool has a radius of 20/2 = 10 feet

The cover has a radius of 10 + 1 = 11 feet

Area of the cover = πr^2 = 121 π sq ft

Circumference of the cover = 2πr = 22 π ft
