What do these lines allow the reader to understand about the statue?

"Keep ancient lands, your storied pomp!" cries she
With silent lips. "Give me your tired, your poor,
Your huddled masses . . ."
A. She asks that immigrants not bring any of the traditions of their ancient lands.
B. She is surprised at the "masses" of citizens willing to risk life in America.
C. She wonders why the ancient lands (established countries) can't care for their poor and needy.
D. She welcomes immigrants who are in need over those who can bring the treasures of ancient lands.

I understand from these lines that it is C, pomp meaning ostentatious boastfulness or vanity. Which would be referring to the country who cant care for their own.
