This problem uses the intersecting chord theorem. In this case, it states that:

ML * LE = SL * LI

With this knowledge, we can fill in the known values and solve for the unknown ML.

ML * 12 = 4 * 9

ML * 12 = 36

ML = 36/12

ML = 3

Thus, the missing value is 3.
