The perimeter of a parallelogram: P = 2a + 2b

a, b - length of sides

We have:

a = 11 ft, b = 5.4 ft

substitute:

P = 2 · 11 + 2 · 5.4 = 22 + 10.8 = 32.8 ft

11(2) + 5.4(2) = x

x=32.8
