The correct answer is B.

There are three types of claims:

- Claims of fact. They assert that a certain condition has existed, exists and will exist and they rely on factual information for support.

- Claims of value. They make a judgement, they approve or disapprove, attempting to prove that some action, belief or fact is right or wrong.

- Claims of policy. They argue that certain conditions should exist and advocate adoption of policies.

The example B is a statement of fact because it is based on factual information ( the time the monument has been located ), and it does not make any judgement about the monument as such.
