The denominator is a polynomial that can be factored. The factored form is (s - 9)*(s - 9). The numerator is 4s - 36. You can take out the 4 and get: 4 * (s - 9). You can cancel the (s - 9) at the top with one of them on the bottom to get:

4/(s - 9)
