The answer would be Ann's house.

When graphing the point (-0.4, 0.2) you would have to go left (since the x coordinate is negative) 0.4 units. The you would go up 0.2 units, since the y coordinate is positive. After graphing this point you can see that John's house is in the same quadrant as Ann's house, which is the 2nd quadrant.
