I think the answer is: growing isolation in the suburbs

Physical safety would mean that you are putting yourself out of harm's way. Hence, this can be linked to isolation in the suburbs. A lot of harm can be present in suburb communities especially at night. This may be the motivation why the characters have to distance themselves from harm in the suburbs.
