The correct answer is "Keep the base the same and then subtract the exponents." This applies to dividing exponents with the same bases however. If the two terms were multiplying, the answer would be "Keep the base the same and then add the exponents."

3^-6 / 3^-4 = 3^[-6 -(-4)] = 3^-6 + 4 = 3^-2

so answer is D last option
