I think that the answer is :

D - Higher literacy rates do not necessarily result in higher income levels.

This is because the Literacy Rate was 91% is Zimbabwe yet the percentage of people living on less than $1/day was 56%.

However, in Mali, the Literacy Rate was only 26% but less people (51%) had such low income levels.
