D - Where the railroad should run

It was debated on whether or not to go North and South or East and West as both proposed different problems and consequences as well as benefits. On top of that, since many American's wanted to follow the Manifest Destiny dream [Pacific to Atlantic oceans], it would be proposed that the railroad should run East to West.
