To find the value simply observe the ratio between the values of c and d.
C = d - 3
16 = 7 - 3
16 = 4.
C = 10 - 3
C = 7
I believe C would be 19, as this would be a similar value that would be added to 4 to get to 7 as C would need to have as well.
