There is a direct variation if the ratio between the two variables remains constant. Let's check it out:

(11.97)/(3) = 3.99

(19.95)/(5) = 3.99

(31.92)/(8) = 3.99

(55.86)/(14) = 3.99

So, the answer is yes. And from this computation, you can see that the bill column is always the number of movies times that constant ratio, 3.99. In other words, each movie costs 3.99$, and so the rule is

b = 3.99m

If
b is the total bill and
m is the number of downloaded movie.
