pounds of potatoes = x

dollars per pound = m

other ingredients cost = b

Therefore: The total cost of potatoes that Gary wants to buy is

he has spent b dollars on other ingredients and therefore the total amount that Gary has spent is

= mx + b

So y=mx+b
