Since it is perpendicular the slope will be -5/7
y=mx+b plug in the point given
3=(-5/7)(-4)+b
3=20/7+b
b=1/7
y=(-5/7)x+(1/7)
(y=(-5/7)x+(1/7))*7 get rid of fraction
7y=-5x+1. add over the -5x
5x+7y=1
The answer is A.
