Use the past perfect progressive form of suggest to complete the following sentence. We _____ changes to the lunchroom for months before it was finally repainted. A. had been suggesting B. am suggesting C. were suggesting D. suggested.

This is a tough question but I believe the answer is C. were suggesting. It seems like they were suggesting to repaint the lunchroom. But as I said before, this is tough. I am sorry if I am wrong.
