Solids have the least amount of energy, while gases (like water vapor) have the most. This is because solids are condensed so that the molecules are held tightly in their bonds. A gas does not have a shape or specific form. It flows freely and the molecules are able to easily roam around.

The answer would have to be option A "solid ice." The molecules in the ice are not moving at all they are together shaking, and kinetic energy is the amount of energy a object has when its moving. If the ice particles are not moving they don't have kinetic energy they have potential energy which is the amount of energy a object has when it isn't moving. Also, water molecules are moving but not so fast which would mean they do have kinetic energy but not much. Water Vapor is gas which would mean the molecules are moving fast which would also mean that they have a huge amount of kinetic energy but you are asking for the lowest amount of kinetic energy not the highest.
