The King of France had a centralized government. He controlled the Country of France. The Holy Roman Empoer was a papal or later an elected position by nobles in the German states. It was more of a figurehead position. Early on it carried more weight and was usually bestowed on the ruler or king that suppoerted the church or the most powerful king. The answer is D.
