The Executive branch is reponsable for making sure the law is obeyed and this includes obeying the laws about the spending process, for which the Executive branch is accountable. The president is the leader of this branch and he is expected to defend the Constitution. He sends suggestions for the budget and when it is approved the president has to sign the resolution.

Answer is A.
