What thinking lies behind Squealer's claim of victory in the Battle of the Windmill?

This question is related to Animal Farm.


The Battle of the Windmill has ended, and the animals retain control of the farm, but there are heavy casualties. Overall morale is low on the farm, as they mourn for the lost animals during the battle. Squealer proclaims this as a victory immediately, to the disdain of the animals. Despite the heavy losses and borderline Pyrrhic victory, the leaders still claim this as a victory for the animals.
