Ry is the side opposite the angle.
Rx is the side adjacent to the angle.

The tangent of any acute angle in a right triangle is

(opposite side) divided by (adjacent side).

So, in this triangle,

tan(Θ) = Ry / Rx .

That's the third choice down.
