Highly population can afect development?

It can. Highly populated areas with almost to many people can stop or postpone development due to, the government having to much trouble dealing with the overpopulation. Having to many people can bring the government's focus odd of more important things, such as, war materials, self defense for the country.

it absolutely can. whenever there are too many people in one place, it will cause land and food shortage. more people will lead to more crime rates. the government will produce as much as it can for those areas with more people for more jobs, but it can also cause several problems with that too. i hope this helped!! :)
