Your inequality appears to be
|t-60| ≤ 6
Unfolding it gives
-6 ≤ t-60 ≤ 6
and adding 60 gives the solution
54 ≤ t ≤ 66
This solution tells you the range of monthly average temperatures for the city is 54 °F to 66 °F, inclusive.
