Americans recently spent several years waging war against a tyrannical British government. Why should we choose to replace it with yet another form of tyranny? The United States Constitution will create a centralized government that has the potential to usurp more and more power from the states. As responsible citizens, we cannot allow this to happen.

D is wrong.
The opposite is what the writer is saying. America doesn't need a strong central government. It needs a government where the states have most of the power to govern themselves.

C is wrong. It may even be true, but the writer of the paragraph says nothing about what the Federal Government will be based upon. He just doesn't want a federal government based on the Constitution as he reads it.

B is very hard to get rid of. He really makes no mention of NO federal government. So it is eliminated by its absence. Therefore the answer is A

The constitution would be a problem for future generations. He does say that.
