The coordinates of point E are
x = -3
y = 4

Multiply each coordinate by the scale factor k = 0.5
k*x = 0.5*(-3) = -1.5
k*y = 0.5*4 = 2

The new point is now (-1.5, 2) which is the location of point E'
Answer: Choice C

Side note: this is implying that the center of dilation is the origin (0,0)
