We use the relationship

(side,A)/(side,B)=\sqrt{(area,A)/(area,B)}

So
side of smaller polygon / side of larger polygon
=sqrt(81/100)
=9/10

side of smaller polygon
= (9/10)*side of larger polygon
= (9/10)*(5")
=4.5"
