How did the ottoman empire respond to growing international industrialization in the 19th century?

During the 19th century, the Ottoman Empire was not able to catch up or even adopt in developing Industrial Revolution that is why they are called Sick Man of Europe. The European countries were ably catching the Ottoman Empire because its supremacy lasted and declined slowly. Their climate did not change for the better just like in Europe, the inability to cope to understand in changing the state to another form and the ineffective Crusades are one of the reasons why they are experiencing deindustrialization.
