Within f(x), replace x with g(x) to get f(g(x)).

f(g(x)) = 9g(x) - 2 = 9(-x + 3) - 2 = -9x + 27 - 2

So, simplify and you get,
f(g(x)) = -9x + 25

The answer is the third one.
